This is a second view of the same locomotive, John reported another Model 40DL here (259187/1948). The contents of the sacks are not known, possibly they were the kernels of the palm oil fruits which could be burned as a fuel although not in steam locomotives as in North Sumatra across the Straits of Malacca..
